Costello was born on June 1, 1931 in Boston, Massachusetts, and attended Quincy High School. He spent four years in the United States Marine Corps before earning his BS and MS from Springfield College (1957, 1958). Immediately after graduation, he joined the faculty at his alma mater as a physical education instructor. In 1965, he earned his doctorate in school administration from the University of Connecticut.
