The purpose of this study was to determine the degree to which the Red Cap Program was successful during the first two years of this operation. The semistructured interview method was used to develop a comprehensive and indepth analysis of a series of variables concerning the Red Cap Program. A review of documents was employed to compare the number of fire-related incidents which occurred in the City of New York during the first two years the Red Cap Program was in operation with those which occurred during the last two years prior to the program\u27s inception.
