This study aims to find out and analyze about how the Functioning of Pekanbaru Municipal Civil Service Police Unit in Enforcing Local Regulation Number 5 of 2002 concerning Public Order by Street Vendors on Jalan HR. As for the obstacles to the implementation of the functions of the Pekanbaru civil service police unit in the enforcement of public order, the Civil Service Police Unit is still less active in terms of monitoring and carrying out warning actions to street vendors, there is still lack of communication between Personnel Police Unit Personnel with Street vendors about the prohibited areas of selling, the low awareness of street vendors to comply with public order policies.
