EVALUASI PROGRAM PEMERINTAH KABUPATEN KAMPAR TENTANG BANTUAN RUMAH LAYAK HUNI

The purpose of this study was to evaluate the implementation of the Government Program Kampar About Home Livable and know obstacles in its implementation. The theory is the theory of evaluation used by Taliziduhu Ndraha saying that the evaluation is a comparison between a standard process with the facts and analyzing the results. The method used in this research is quantitative data collection techniques using questionnaires, interviews, observation and documentation. Once the necessary data collected in the study, the data were grouped according to each variable and its indicators. Then the data is analyzed quantitatively incorporating data is the percentage (%) The following explanation and analyzed descriptively that will be depicted in the form of tables and descriptions. The results of the research program Kampar regency government about the Help House Livable conducted in this study is "GOOD ENOUGH" with a percentage of 54.7% of respondents. The resistance factor in the implementation of appropriate housing assistance program in Kampar regency, namely: a) The lack of a budget in the House Livable Program In Kampar make the program less than the maximum; b) Barriers mileage construction site, and the availability of materials in the construction of appropriate housing; c) technical barriers housing construction; d) Barriers weak regulatory process in the implementation of the program both in the process of disbursement of funds and the implementation of appropriate housing construction; And e) Barriers lack of synergy between the Offices involved in maningkatkan sustainable residential development. Suggestions for the implementation of the program Help Home Livable: 1) Budget needs to be increased again in order to house realized well; 2) provides facilities operational vehicles to anticipate inaccuracies development time and thus accelerate the process of building appropriate housing; 3) In the procurement of materials and building tools the government can assist in the procurement; 4) monitoring and evaluation should be carried out periodically; 5) cooperation among government agencies in an integrated manner; 6) The program's objectives need to be further clarified and is specified; 7) It is necessary to verify beneficiaries Livable house of the village government, District and local community leaders, so that the implementation of this program is always right on target; and 8) the need to do for economic empowerment of the beneficiaries of appropriate housing
