Análisis de las bases teóricas y legislativas para el diseño de los sistemas de capacitación y desarrollo en Cuba. (Revisión)

The globalization processes have, inexorably, an influence on Cuba. Each day, the country opens up more its doors to the foreign investment and looks for the increase of the competitiveness of the socialist state enterprise. In this context, the integrated system of administration of the human resources, as well as the training subsystem of the same one, constitute an indispensable requirement to implement and consolidate the direction system and state business management. It is a way to cover the breaches of knowledge, abilities and dexterity from the recently graduated ones in the labor centers, and to reduce the differences among the professional competences defined for each work position, those of the worker and the one generated by the increment of these competences resulting from the labor studies, changes in the nomenclature of the vacancies or new inversions. The sample for this investigation is the Granma Fishing Enterprise (Pescagran), in which a preliminary diagnosis was carried out, identifying deficiencies in the management system of the human resources implemented. This evidenced the necessity to perfect this system through the design of a procedure for the process of training, situation that led to the analysis of the theoretical and legislative bases of its conception and development within the Cuban enterprises, and their connections with the professional competence and performance.Los procesos de globalización tienen, inexorablemente, una influencia sobre Cuba. Cada día el país abre más sus puertas a la inversión extranjera y busca el incremento de la competitividad de la empresa estatal socialista. En este contexto, el sistema integrado de gestión del capital humano y el subsistema de capacitación del mismo, constituye un requisito indispensable para implementar y consolidar el sistema de dirección y gestión empresarial estatal. Es una vía para cubrir las brechas de conocimientos, habilidades y destrezas de los recién graduados en los centros laborales, y reducir las diferencias entre las competencias profesionales definidas para cada puesto de trabajo, las del trabajador y las generadas por incremento de estas, producto de los estudios laborales, cambios en las nomenclaturas de las plazas o nuevas inversiones. La muestra de esta investigación es la Empresa Pesquera de Granma (Pescagran), en la cual se realizó un diagnóstico preliminar, identificándose deficiencias en el sistema de gestión del capital humano implementado. Esto evidenció la necesidad de perfeccionar dicho sistema a través del diseño de un procedimiento para el proceso de capacitación, situación que conllevó a analizar las bases teóricas y legislativas de su concepción y desarrollo en las empresas cubanas y su vinculación con la competencia profesional y el desempeño
