European Union Economic Diplomacy Dilemma

The European Union is a key player in contemporary international economic relations. The thesis examines the use of conditionality of aid as a tool of economic diplomacy in EU practice with focus on sub-Saharan Africa. EU's main objectives in the sub-Saharan region are stability and security, as well as promotion of democracy and protection of human rights. The framework for EU-ACP development cooperation is the Partnership Agreement between the African, Caribbean and Pacific States, of the one part, and the European Community and its Member States, of the other part. The so-called Cotonou Agreement provides the EU with an instrument of development cooperation conditionality in the form of Articles 96 and 97, under which it can restrict development cooperation in response to breaches of the Essential Elements or the Fundamental Element of the agreement. The EU has used this tool in a total of eleven countries since 2000. However, it did not always proceed consistently in its application.Evropská unie je významným aktérem soudobých mezinárodních ekonomických vztahů. Práce zkoumá využití podmíněnosti rozvojové spolupráce jako nástroje ekonomické diplomacie v praxi EU a to konkrétně u států subsaharské Afriky. V regionu subsaharské Afriky jsou hlavními cíli EU především zajištění stability a bezpečnosti, stejně jako podpora šíření demokracie a ochrana lidských práv. Rámec pro rozvojovou spolupráci mezi EU a státy AKT tvoří Dohoda o partnerství mezi africkými, karibskými a tichomořskými státy na jedné straně a Evropským společenstvím a jeho členskými státy na straně druhé. Tato tzv. Dohoda z Cotonou dává EU k dispozici nástroj podmíněnosti rozvojové spolupráce v podobě čl. 96 a 97, na základě kterých může v reakci na porušení podstatných prvků a základního prvku dohody omezit rozvojovou spolupráci.
