The Role of Parliament in German Foreign Policy: Case Study Nord-Stream 2

The role of parliament in the external energy policy of the state is a topic that has not received much academic attention until recently in the field of international relations and political science, although energy is one of the most important sectors for today's modern states. One exception is the work of Surallés, which shows that the powers of European parliaments in energy policy vary widely. He explains the differences through the securitization process - parliaments that securitize the construction of a pipeline seek greater powers and parliaments that do not securitize are satisfied with their current role. The work is divided into two parts: qualitative and quantitative. The aim of the qualitative part of the work is to build on the work of Surallés and examine whether the German Bundestag has securitized the construction of the Nord-Stream II gas pipeline, which has become a very explosive topic at European level in the context of the Ukrainian war. To determine whether the parties securitized the pipeline, a discourse analysis of the speeches of parliamentarians and interpellations submitted by the parties between 2016 and 2019 was performed. The qualitative part showed that each party perceived the Nord-Stream II pipeline in a very different way. For some parties it was mainly an environmental question, for others it was an economic question. However, no party securitized the construction of the pipeline. The aim of the quantitative part was to involve programming and quantitative methods in the analysis and to determine whether there is a greater consensus between the opposition and the government on foreign policy issues than on domestic policy issues and which of these two policy areas showed greater party discipline. The results show that it is not possible to determine unequivocally whether there is a greater consensus in foreign or domestic politics, the same holds true for party discipline.Role parlamentu ve vnější energetické politice státu je téma, které do nedávna neobdrželo v oboru mezinárodních vztahů a politologii velkou akademickou pozornost, ačkoliv je energetika jedním z nejdůležitějších sektorů pro dnešní moderní státy. Jednu z výjimek tvoří práce Surallés, která ukazuje, že se pravomoci evropských parlamentů v energetické politice velmi liší. Rozdíly vysvětluje pomocí procesu sekuritizace – parlamenty, které sekuritizují výstavbu plynovodu usilují o větší pravomoci a parlamenty, které nesekuritizují jsou spokojeny, se svojí dosavadní rolí. Práce je rozdělena na dvě částí: kvalitativní a kvantitativní. Cílem kvalitativní části práce je navázat na práci Surallés a prozkoumat, zda německý Bundestag sekuritizoval stavbu plynovodu Nord-Stream II, který se stal na evropské úrovni v kontextu ukrajinské války velmi výbušným tématem a je tak možné se domnívat, že některé strany se snažily plynovod sekuritizovat. Pro určení toho, zda strany sekuritizovaly danou stavbu bylo provedena diskurzní analýza projevů a interpelací, které jednotlivé strany podaly v letech 2016 až 2019. Kvalitativní část ukázala, že strany vnímaly stavbu Nord-Streamu II velmi odlišným způsobem, pro některé se jednalo hlavně o enviromentální otázku, u jiných o otázku ekonomickou, žádná strana však stavbu nesekuritizovala. Cílem kvantitativní části bylo zapojit programování a kvantitativní metody do analýzy a zjistit, zda existuje větší konsensus mezi opozicí a vládními stranami Bundestagu v otázkách zahraniční politiky než v otázkách domácí politiky a v jakém z těchto dvou odvětví politiky panuje větší stranická disciplína. Výsledky ukázaly, že nelze jednoznačně určit, jestli existuje větší konsensus v zahraniční nebo domácí politice, to samé platí pro stranickou disciplínu
