It is conventional wisdom in the history of international law and relations that during the sixteenth and seventeenth century patterns of governance in Europe were transformed, a complex and multi-layered system of political authority being superseded by a more unified structure of exclusive authority vested in the form of the sovereign state. This transformation has for reasons of historical convenience been especially associated with the Peace of Westphalia in 1648, hence the use of the term 'Westphalian' (signifying 'modern') system of international law and relations.
