Dimension organisationnelle et pratiques contractuelles foncières : les sociétés agricoles en Roumanie

National audienceThe reforms implemented in the Romanian agricultural sector after the collapse of the Ceausescu’s regime have led to a massive decollectivization. However, some production associations, named agricultural societies, have remained, on the basis of the former cooperatives of production. On the one hand, the literature about farm restructuring in transition countries has analyzed the evolution of farm organizations with respect to the relative profitability of so-called collective production units and individual farms. On the other hand, the few studies dealing with land tenancy in these contexts do not take into account the specific land tenancy relationships within production associations. This paper aims at (i) characterizing the land organization at the basis of production associations in the Romanian context, and (ii) underlining its consequences for both agricultural societies and their members’ land contractual practices. Our analysis is based on a field work conducted in Sebeş, in Transylvania. We show that agricultural societies rest on an “intra-organizational” allocation of land between a direct farming-type system and a tenancy-type system. We also point out the impact of the organizational dimension on the “intra-organizational” land allocation and on the participation of agricultural societies to the tenancy market.Les réformes mises en œuvre dans le secteur agricole roumain après la chute du régime communiste ont conduit à une collectivisation massive. On observe cependant le maintien de formes associatives de production issues des anciennes coopératives agricoles, les sociétés agricoles. La littérature économique sur la restructuration agricole dans les pays en transition a analysé l’évolution des formes d’organisation en terme d’efficacité relative des structures de production dites collectives et des exploitations individuelles. Par ailleurs, les études, encore peu nombreuses, qui traitent du faire-valoir indirect dans ces contextes ne prennent pas en compte la particularité des associations par rapport aux autres modes de faire-valoir. L’objectif de cet article est (i) de caractériser les relations foncières à la base du fonctionnement des associations de production dans le contexte roumain, et (ii) de caractériser les implications de ces relations sur les pratiques contractuelles foncières des acteurs, sociétés agricoles et propriétaires-membres. Notre analyse repose sur des enquêtes réalisées dans la commune de Sebeş en Transylvanie. Nous montrons que les sociétés agricoles reposent sur une allocation intraorganisationnelle de la terre entre un système de faire-valoir direct et un système de faire-valoir indirect. Nous mettons par ailleurs en évidence l'influence de la dimension organisationnelle sur l'allocation foncière intra-organisationnelle et sur le rapport au marché "externe" du faire-valoir indirect
