L'autonomie alimentaire par la diversification des activités : le cas des ménages agricoles du bassin arachidier au Sénégal

Diplôme : Dr. d'UniversiteIn face of degrading environmental resources, the agricultural production in the groundnut basin of Senegal is unable to meet the food needs of the agricultural households. The food autonomy of agricultural households is investigated. It means the ability of the household chief to ensure the food needs under constraining agro-economic conditions. From a theoretical viewpoint, the analysis is based on household and farm economics in order to improve the understanding of the household resource allocation. From an empirical viewpoint, original data are used which were collected through fieldwork in two villages of the Groundnut Basin. Firstly, the analysis of the ability of the household heads to ensure food autonomy with regard to a whole set of exogenous variables which cause uncertainty of production, show that food autonomy greatly depends on diversification of activities, either locally, or through migration of family members to urban areas and abroad. Given the importance of local diversification and migration, we deal with the relationship between these two diversification forms. Evidence is found that migration is a substitute and not a complement to diversification of activities at local level. Finally, given the level of migrants’ remittances, their impact on agricultural activities carried out together at agricultural household level is investigated through an intra-household analysis. Given the fact that agricultural activities are based on a system of rights and obligations, two levels of analyses are adopted: the head of the agricultural household and the dependents members. We found that the household head, being responsible for the part of the agricultural production obtained through common effort, adjusts the total area cultivated in collective production according to the migrants’ remittances. Consequently, once this adjustment has been made, the dependents members’ contributions to the family production obtained through common effort are not considerably affected by the level of the received remittances. Therefore, for a better understanding of the microeconomic behaviour of households, it is essential to take into account residents as well as migrants because of the contribution the latter make to the household budget through their remittances.Dans un environnement agro-pédologique en dégradation, la production agricole du bassin arachidier du Sénégal est insuffisante pour satisfaire les besoins de consommation alimentaire des ménages agricoles. L'autonomie alimentaire des ménages agricoles est étudiée, c'est-à-dire la capacité du chef à couvrir les besoins alimentaires dans un contexte agro-économique de plus en plus contraignant. D'un point de vue théorique, l'analyse s'appuie à la fois sur la littérature relative à l'économie dees ménages et celle sur l'exploitation agricole afin de mieux comprendre les comportements microéconomiques. D'un point de vue empirique, les données primaires utilisées ont été collectées grâce à des enquêtes de terrain menées dans deux villages du bassin arachidier. L'analyse faite sur la capacité du chef de ménage agricole à assurer l'autonomie alimentaire, face à des facteurs exogènes qui rendent la production incertaine, montre que cette autonomie dépend fortement de la diversification des activités, soit au niveau local, soit à l'extérieur par la migration de certains membres en ville et à l'étranger. Etant donné l'importance de la diversification locale des activités et de la migration, nous étudions la relation entre ces formes de diversification des activités. Nous montrons que la migration est un substitut et non un complément à la diversification locale. Enfin, vu le montant des transferts monétaires des migrants, nous étudions l'impact sur l'activité agricole collective à travers une analyse intra-familiale. En partant de l'organisation de cette activité agricole basée sur un système de droits et d'obligations, deux niveaux d'analyse sont distingués : le chef de ménage agricole et les indépendants. Nous montrons que le chef, qui est responsable de la production collective, ajuste les superficies cultivées en commun en fonction des transferts reçus des migrants. Ainsi, une fois cet ajustement fait, les contributions des dépendants à cette production ne sont plus considérablement affectées par le montant des transferts reçus. Pour mieux comprendre les comportements micro-économiques des ménages agricoles, il est indispensable d'inclure dans les enquêtes et analyses, en plus des résidents, les migrants qui contribuent au budget des ménages grâce à leurs transferts monétaires
