Vers une analyse des dimensions négatives de la proximité : Les conflits d’usage et de voisinage dans les espaces naturels et ruraux

Revue en ligne National audienceThis paper proposes a land-use conflicts analysis in terms of proximity. The first part of the paper presents the results of empirical studies on land-use and neighbourhood conflicts in the French countryside. Such study cases permit to underline the major part plays by the geographic proximity in the emergence of land use conflicts. The second part of the paper is devoted to the exploration and the characterisation of the geographic proximity "polemogene" properties. These latter are balanced with the virtues of organised proximity that may favoured the emergence of negotiated solutions to the conflicts. In the third part of the paper, an analysis chart that combines spatial and organisational dimensions of proximity is proposed. With such an analytical framework it is possible to identify the different types of land use and neighbourhood conflicts and to qualify some of their cooperative issues.Cet article propose une analyse des relations conflictuelles dans les espaces ruraux s’appuyant sur une relecture des recherches réalisées dans le cadre des approches de la proximité. La première partie présente les résultats de travaux empiriques qui permettent d'identifier la nature des tensions et des conflits d'usage et de voisinage qui surviennent dans les espaces ruraux. La seconde partie est consacrée à l'exploration des dimensions conflictuelles liées à la proximité géographique des acteurs impliqués, tout en révélant les vertus de la proximité organisée dans la recherche d’une solution négociée. Dans un troisième temps, une grille de lecture des conflits en termes de proximité, croisant les dimensions spatiales et organisationnelles, est proposée. Elle permet d’identifier différentes catégories de conflits et de qualifier des issues de nature coopérative à ces situations conflictuelles
