La flexibilité des exploitations d'élevage face aux aléas de production et aux incertitudes de la filière : Etude des stratégies d'éleveurs de bovins allaitants en Bourgogne

1 CD, programme PSDRNational audienceThe aim of this study was to explore the capacity of farms to adapt to both structural changes in consumer demand for beef products and recent market disruptions (i.e. mad-cow disease and foot-and-mouth crisis in winter 2000/2001). The flexibility concept, coming from the management sciences, was then mobilized to analyze the different ways of farm's adaptation. The analysis was based on 5 different surveys carried out in 14 farms, dealing with the farm history, economic/marketing, technical management, sociology, work organization. Two main strategies were identified according to the farmer's attitude about how to change: "to act upon" and "to go with the flow". We confronted then these attitudes with farms trajectories and functioning, i.e. with the different points assessed in the surveys. Four groups were identified (2 for each strategy), differing in the farming systems configuration and revealing four different ways to conceive flexibility, each one corresponding to a specific level of action, used with more or less intensity and combined with the others: i) the feeling to belong to a specific community with a common objective, ii) the increase in farm' size, especially the herd's size and the number of calvings, iii) the robustness of the system, evaluated by its ability to check to different changes in the past (traditional pasture-based systems); iv) the outputs' diversity of the system, including non beef products (poultry, vineyard, crops). Flexibility and resilience concepts can lead to indicators allowing stakeholders in farming development to pinpoint and predict necessary actions by taking into account these different points of view. It needs to include farmers who do not consider they belong to the main stream of the agriculture development process. In a contradictory way, this allows them to be well adapted in the face of uncertainty.L'objectif de l'étude est d'analyser l'intérêt de la notion de flexibilité, proposée par les sciences de gestion, pour qualifier la capacité de réponse des systèmes d'élevage bovins allaitants aux aléas de la filière. Cinq enquêtes successives ont été réalisées dans 14 élevages de Saône-et-Loire avec chacune une entrée différente : la caractérisation de la trajectoire depuis l'installation, les pratiques économiques et commerciales la conduite technique, l'organisation du travail et le point de vue des éleveurs sur le changement et sa signification. Dans un premier temps, une analyse sociologique des discours des éleveurs nous a permis de distinguer deux styles contrastés de rapport au changement, "agir sur" et "faire avec". En confrontant ces deux types de rapports au changement à une analyse du fonctionnement des exploitations (pratiques, technico-économiques, organisation du travail, pratiques sociales des éleveurs), on a mis en évidence 4 groupes correspondant à 4 stratégies de réponse aux aléas. Ces stratégies peuvent être décrites en termes de leviers d'action spécifiques différemment activés et combinés par les éleveurs pour donner de la flexibilité à leur système : i) l’organisation collective, ii) la taille de l’entreprise, iii) la robustesse du système de production, iv) la diversification des produits. Ces leviers, ou ressorts de la flexibilité, sont hiérarchisés et combinés diversement suivant les situations et les ressources techniques, économiques mais aussi sociales des éleveurs. En termes d'application pour le conseil et le développement, il semble indispensable de s'intéresser à l'ensemble de ces stratégies, même si elles ne correspondent pas toutes (notamment les deux dernières) au modèle "dominant" auquel se réfère la première
