Sanya is a dumping ground for those Japanese who were unable to fit into a highly regulated society. But unlike skid rows in other cities, it remains relatively respectable. This is no litter and liquor is dispensed by tidy vending machines. About half of the 6,000 residents work from time to time, mostly as unskilled day laborers.
