The $450,000 study was unveiled last wwek for a council subcommittee. The new network plan devised by Roy Jorgensen and Associates, highway engineering and management consultants of Gaithersburg, Md. The fiscal needs study was done by Wilbur Smith and Associates, New Haven, Conn. The Jorgensen group proposed that the state develop a trunpike highway system of 1,750 miles to serve as "major interstate and inter-regional corridors." The plan calls for selection of certain routes now on the state primary system and placing then on the turnpike system.
