A resolution of the European Parliament of 2017 stated that in view of the growing distance between the EU and its citizens, the EU institutions must strive for the highest possible standards of transparency. Indeed, art. 10 TEU and art. 15 TFEU underline that transparency is a key element in the democratic life of the European Union. In other words, transparency makes the European Union more democratic and closer to its citizens. Furthermore, it makes the institutions more accountable. However, transparency has to be effectively guaranteed and not just from a theoretically perspective.
