The United States government has assessed that the Sovereign Citizens Movement, a collection of individuals claiming that federal, state, and local governments operate illegally, is a terrorist organization. As a result law enforcement agencies have developed particular strategies, and their officers have received specialized training for dealing with sovereigns. Despite this sovereign citizens claim to be a non-violent organization. This paper uses the Cultural Mapping method to analyze the norms, values, perceptual lens, and identity of the group in order to determine the extent of the threat they pose, and test the effectiveness of the government\u27s response to their activities
