The Strategic Management Of Agricultural Irrigation In Turkey: Top Policy Documents And Its Reflection In Strategy Documents Of Dsi

Etkin tarımsal sulama için devletler ve ilgili kurumlar stratejilerbelirlemektedir. Türkiye’de beş yıllık kalkınma planı, hükümet programı, ortavadeli mali plan ve orta vadeli program gibi üst politika belgeleri bu konudasorumlu kurumun strateji belgeleri için yönlendiricidir. Türkiye’de tarımsalsulama yatırımlarından ve sulama tesislerinin işletilmesinden genel olaraksorumlu olan kurum Devlet Su İşleri (DSİ) Genel Müdürlüğüdür. Bu çalışmada,Türkiye’nin üst politika belgeleri ve Devlet Su İşleri Genel Müdürlüğünün stratejibelgeleri incelenmiştir. Devlet Su İşleri Genel Müdürlüğü strateji belgelerinde üstpolitika belgelerine göre bazı eksiklikler tespit edilmiştir. Tespit edilen eksikliklerve uygulamada yaşanan sorunlar için bazı öneriler geliştirilmiştir. DSİ stratejibelgelerinde belirlenen amaçlar, hedefler ve stratejiler üst politika belgelerindekihedeflerle ilişkilendirilmelidir.Governments and related institutions define strategies for effectiveagricultural irrigation. Top policy documents in Turkey such as five-yeardevelopment plan, the government program, the medium-term financial plan andmedium-term program are guide for the strategy documents of the institutionresponsible for in this regard. General Directorate of State Hydraulic Works (DSI)is institution which is mainly responsible for agricultural irrigation investmentsand operation of irrigation facilities in Turkey. In this study, top policy documentsof Turkey and strategy documents of the General Directorate of State HydraulicWorks were examined. Some deficiencies have been identified in the strategydocuments of General Directorate of State Hydraulic Works by comparisonwith the top policy documents. Some suggestions have been developed for theidentified deficiencies and problems in practice. The objectives and strategiesidentified in the DSI strategy documents should be related to the objectives in thetop policy documents
