University-industry interaction: a comparative analysis of Federal Universities and Federal Institutes of scientific and technological production

O objetivo desta pesquisa é caracterizar a pesquisa científica e tecnológica de IF e UF no estado de Minas Gerais numa perspectiva de interação universidade-empresa para a promoção da inovação. A autora assume como hipótese que a propensão de IF e UF para inovar depende da presença de expertise acadêmica manifestada no maior número de doutores e mestres, cursos de pós-graduação, grupos de pesquisa, publicações científicas, bolsas de apoio científico, bolsas de apoio tecnológico e maior tempo de existência. Quanto ao recorte da pesquisa, foram analisados 5 IF e 11 UF situadas em Minas Gerais. Trata-se de uma investigação com ênfase quantitativa que compreende três etapas na análise dos dados. A primeira etapa consiste na descrição das relações de um conjunto de indicadores de produção científica e tecnológica de forma comparativa entre IF e UF. Na segunda etapa analisou-se a ocorrência de transferência de tecnologia entre as ICT para as empresas, especialmente sobre possíveis interações prévias e posteriores à geração da invenção. A terceira etapa utilizou como método a Análise Fatorial para a construção de indicadores científico e tecnológico para cada ICT. Os resultados da pesquisa demonstram que quanto à análise da produção científica, a capacidade dos IF ainda é incipiente quando comparada à das UF. Quanto à análise da produção tecnológica, o ponto que mais se destaca consiste nos resultados de inovação e propriedade intelectual dos IF que é bastante inferior aos resultados das UF. Por fim, quanto às transferências de tecnologia ao setor produtivo pode-se dizer que no ambiente dos IF inexiste esta prática, o contrário do que ocorre na maioria das UF. No que se refere aos indicadores, verificou-se que as ICT que ocupam as melhores posições quanto ao indicador científico, também são melhores quanto ao indicador tecnológico, assim como as ICT que revelam carência em termos de capacidade científica, também declaram deficiência no que se refere ao potencial tecnológico. Ante estes dados, verificou-se que a correlação entre os indicadores é alta e espelhada, ou seja, um influencia o outro na mesma proporção, porém, um alto potencial tecnológico não implica, necessariamente, em um potencial científico de mesma magnitude e vice-versa. Antes estes resultados, a hipótese de que a propensão de IF e UF para inovar depende da presença de expertise acadêmica se confirma.The objective of this research is to characterize the scientific and technological research IF and UF in the state of Minas Gerais in university-business interaction perspective for the promotion of innovation.
