Research on Government's Supply Tactics in the Circumstances of Commitment

探讨了在承诺条件下政府供给制度的最优路径问题。认为对于一个有能力又诚信的政府,如果大多数公众都有积极性追求更高效率的制度时,缺乏耐性的政府采取供给为大多数成员需要的制度或两种制度顺序供给的策略;有耐性的政府只采取两种制度顺序供给的策略时,将实现效用最大化。如果大多数成员都没有积极性追求更高效率的产权制度时,缺乏耐性的政府将采取两种制度同时供给的策略;有耐性的政府只采取两种制度顺序供给的策略时,将实现效用最大化。This article investigates the issue of government supply optimum route in the circumstances of commitment.It is revealed that with a competent and sincere government,if mass citizens have enthusiasm to pursue the system of high efficiency,an impatient government supply with a system which caters to most people's demands or a two-system tactics which is supply with orderly.While that the government with patience only adopts the latter can realize maximized utility.When most members have no enthusiasm to pursue more high-efficiency property right system,the government which lacks patience will adopt the tactics that two kinds of systems will be supplied at the same time,while that the government with patience only adopts the tactics that two kinds of system supply orderly will realize maximized utility
