Trasferimento tecnologico e assistenza finanziaria nel regime internazionale sul clima

The paper deals with technological transfer and financial assistance to developing countries in the implementation of the international climate framework. While in the past, the need to guarantee the effective application of multilateral environmental agreements concerning the conservation of environmental resources in a broad sense (climate, biological diversity, ozone layer, forests ...) by developing countries followed an approach based on incentives, the Paris Agreement has changed this paradigm. The distinction between developed and developing countries is substituted by a “dynamic differentiation” of the States parties which implies assuming more responsibilities by developing countries. The higher ambition in their actions along with progression in their national determined contributions are related but not dependent from the developed countries’ technological and financial support
