The paper deals with technological transfer and financial assistance to developing countries in the implementation of the international climate framework. While in the past, the need to guarantee the effective application of multilateral environmental agreements concerning the conservation of environmental resources in a broad sense (climate, biological diversity, ozone layer, forests ...) by developing countries followed an approach based on incentives, the Paris Agreement has changed this paradigm.
