Increased recidivism rates within the state of Delaware resulted in the Division of Youth Rehabilitative Services implementing programmatic changes in the Residential Alternative to Detention program. Kervick et al. (2014) reported 72% of juveniles released from correctional facilities returned to programs on new charges within 12 months. The Division of Youth Rehabilitative Services developed a Cognitive-Behavioral intervention for correctional programs in Delaware. The Residential Alternative to Detention program implemented the Cognitive-Behavioral intervention in fiscal year 2016.
