Spectrum and power are scarce radio resources in cellular networks that must be prudently and fairly utilised to accommodate the number of subscribers which are skyrocketing at an unprecedented rate. Recently, orthogonal frequency-division multiple access (OFDMA) has emerged as a promising paradigm that potentially enhances spectral and energy efficiency through dynamic subcarrier and power allocation (SPA).
