L'économétrie de la prévention dans la méthode Inondabilité

National audienceVulnerability, as one of the two components of flood risk, at the level of each land-owner or -user in a flood-plain, is defined as an acceptable limit, expressed in terms of return period. In order to obtain a maximal fiability in vulnerability mapping and, then, in this of synthetic risk, this maximal risk has to be expressed in an objective way, from a global appreciation of his objectives, potentialities and restraints. From there, one can propose a methodology for making this limit explicit in relation with the submersion parameters, in order to apply it mainly to agricultural zones in a flood plain. Finally, other potentialities of economic evaluation for designing of preventive projects and for managing floodwaters are mentioned.La vulnérabilité, qui constitue l'une des deux composantes du risque lié aux inondations, est définie, pour l'individu occupant un terrain inondable, comme une limite d'acceptabilité, exprimée en termes de fréquence de retour. Pour donner à la cartographie de la vulnérabilité et, partant, à celle du risque, une fiabilité maximale, ce risque maximal doit être exprimé objectivement sur la base de l'ensemble des objectifs, potentialités et contraintes de cet individu. La micro-économie offre un cadre pour modéliser le comportement de l'occupant comme agent économique. On peut en déduire une méthodologie pour expliciter cette limite en relation avec les paramètres d'inondation, et l'appliquer au moins au cas d'espaces agricoles en zone inondable.
