Perception of graduates of the PRONATEC program (initial and continuing education) in Bagé from 2012 to 2016.

This research analyzed the perception of graduates that studied in the modality of Initial and Continued Formation (FIC) about the effects of the public policy called National Access Program to Technical Education and Work – PRONATEC/BSM (Brazil WithoutExtreme Poverty) in their lives from 2012 to 2016 in the city of Bagé-RS. In this study, the PRONATEC is being understood from the perspective of the analysis of political policies as one of the most recent political policy in Professional Education. It takes into consideration the existing gap in the studies of Political Sciences that are directed to the Pronatec/BSM in the country, and the scarce researches that investigate the effects of this public policy in the life of the beneficiated subjects as a justification of the investigation. It notices the evaluation of the public policies as a form of social monitoring of the government´s actions. In relation to the methodology and objectives the research used a mixed method, combining qualitative and quantitative procedures to reach it´s goal, and as research techniques it used bibliographic revision, documental collection and analysis and application of semi-structured interviews of graduates of the PRONATEC courses. This research presents a discussion about the PRONATEC and the evaluation of public policies, weaving a historical synthesis about the professional qualification programs that precede the Pronatec. The research revealed that the graduates´ profile is made up by low income, catholic, self-declared white young women, with children, who have finished high school, and that at the time they were attending the courses, they were bolsa-família program beneficiaries. Through the analysis, it was possible to conclude that the program represented a real possibility of new learning experiences to the majority of these people. Their perceptions mix feelings of independence, self-esteem, dignity and hope of a better life. The analysis shows that 71% of the graduates are in the formal work market; where 32,25% continued their studies through the access to post-high school education (technical courses) or post-graduation and that 87% of the participants recognize that thePRONATEC/BSM-FIC collaborated with the changes that happened in their lives, being it through a work placement, the achievement of new positions or even through the opportunity of acquiring new knowledge, and this way contributing for them to feel prepared to face the challenges in the work related environment. The main contradictions and limits presented by the PRONATEC/BSM-FIC are about the discontinuity of the program, the valuing of the private education in detriment of the public education and the educational duality which is made up of a fragmented formation and therefore dissociated from the citizen in full exercise of their rights and citizenship.Essa pesquisa analisou a percepção de egressos que estudaram na modalidade de Formação Inicial e Continuada (FIC) sobre os efeitos da política pública Programa Nacional de Acesso ao Ensino Técnico e Emprego- PRONATEC/BSM (Brasil Sem Miséria) em suas vidas, de 2012 a 2016 em Bagé-RS. Neste estudo o PRONATEC está sendo compreendido a partir da perspectiva da análise de políticas públicas como uma das mais recentes políticas públicas de Educação Profissional. Considera a lacuna que existe na área da Ciência Política de estudos voltados para o Pronatec/BSM no país, e as escassas pesquisas que investigaram os efeitos dessa política pública na vida dos/as sujeitos/as beneficiados/as como justificativa de investigação. Percebe a avaliação de políticas públicas como uma forma de monitoramento social das ações do governo. No que se refere à metodologia e aos objetivos a pesquisa adotou método misto, combinando procedimentos qualitativos e quantitativos para atingir seus propósitos e como técnicas de pesquisa a revisão bibliográfica, a coleta e análise documental e a aplicação de entrevistas semiestruturadas junto a egressos dos cursos do PRONATEC. Esta pesquisa apresenta uma discussão sobre o PRONATEC e a avaliação de políticas públicas, tecendo uma síntese histórica sobre os programas de qualificação profissional que antecederam o Pronatec. A pesquisa revelou que o perfil de egressos é composto por mulheres, jovens, com filhos, de baixa renda, católicas, autodeclaradas brancas e com ensino médio completo, que na época da realização dos cursos, eram beneficiárias do programa bolsa-família. Na análise, foi possível concluir que o programa representou para a maioria dessas pessoas a possibilidade real de novas aprendizagens. Em suas percepções misturam-se sentidos de independência, autoestima, dignidade e esperança de uma vida melhor. A análise mostra que 71% dos egressos estão no mercado de trabalho formal; onde 32,25% deram continuidade à sua formação através do acesso ao ensino pós-médio ou superior e que 87% dos participantes reconhecem que o PRONATEC/BSM-FIC colaborou com as transformações ocorridas em suas vidas, seja por meio de uma vaga de emprego, pela conquista de novas posições ou ainda pela a oportunidade de adquirir novos conhecimentos, contribuindo assim, para que se sentissem em condições de enfrentar os desafios do mundo do trabalho. As principais contradições e os limites apresentados pelo PRONATEC/BSM-FIC, dizem respeito à descontinuidade do programa, a valorização do privado em detrimento do público e a dualidade educacional que se constitui em uma formação fragmentada e dissociada do cidadão do pleno exercício de seus direitos e cidadania
