Coalitions in the municipality of Rio Grande / RS and the PMDB / Família Branco governments (1996-2012): strategy, training and administration.

This dissertation addresses the 16 consecutive years in which members of a political party (PMDB), specifically members of the same family, The Branco, were ahead of the municipal government of Rio Grande (RS), a municipality located in the extreme south of the state of Rio Grande do Sul. Having gotten elected in 1996, they remained in power until 2012. Precisely, it can be said that this research revolves around the electoral and government coalitions formed over the period PMDB under the command of the Branco family that gave them the political support.Esta dissertação aborda os 16 anos consecutivos em que membros de um partido político (PMDB), mais especificamente de membros de uma mesma família, os Branco, estiveram à frente do poder executivo de Rio Grande (RS), município localizado no extremo sul do Rio Grande do Sul. Tendo chegado sido eleitos em 1996, eles permaneceram no poder até 2012. A investigação gira em torno das coalizões, eleitorais e de governo, formadas e administradas ao longo do período pelo PMDB, sob o comando da Família Branco, e que a ele deu sustentação política
