The Interim Regulation on Real-Estate Registration (IRRER) was issued by the State Council of the People’s Republic of China (SCPRC) in 2014 and took effect on March 1, 2015. This regulation stipulates that the Ministry of Land and Resources of the People’s Republic of China (MLRPRC) will be responsible for the duties of real-estate registration, including the registration of land, houses and buildings, grassland, forest land, farmland, homestead land and sea areas, with the goal of unifying registration institutions, authorities, registration records and information platforms.
