The greatest legacy any responsive and responsible Government can leave for his citizenry is to evolve policies and programmes that will guarantee the country's National Development. Since independence in 1960 both civilian and military regimes that hove had control of Governance in this country, had put up one of more strategies aimed at alleviating poverty as a means of guaranteeing the country's path to National Development.
