This item is a review of a booklet published by the Commonwealth Secretariat to enable government agencies and other interested bodies to compare teachers' qualifications in a number of Commonwealth countries. It raises questions of comparability of qualifications and of the difficulties of trying to make meaningful and fair comparisons. The authors conclude that there is a need for greater transparency and clarity in the description of qualifications
