This thesis identified seven major actors involved in the renewable energy policy process in China, and evaluated their relative levels of influence over the entire process, from drafting to implementation. The research aimed to tease out important actors and their means of influencing policy. The thesis employed a policy analysis framework adapted from Yaffee (2011) that observes each actor’s motivations, resources and strategies. The research revealed that the Chinese Communist Party still possesses the greatest amount of influence over policy-making, followed by government sponsored think tanks.
