We present and interpret the experimental data on the gigantic dielectric response in the vicinity of TCO, concentrating on the frequency dependence of the inverse $1/\epsilon$ of the complex permittivity $\epsilon=\epsilon^\prime+i\epsilon^{\prime\prime}$.
