A car following model for dynamic traffic simulation is applied to a bottleneck situation on a two lane highway. The vehicles of the car following model obey fixed rules which guarantee collision free traffic flow. Individual behaviour is introduced by allowing the drivers to choose between different options for lane change. The drivers’ desire to minimise their travel time is modelled in an n-player game, where drivers imitate successful players. The system develops into a stable strategy distribution which depends on the traffic density. For a specific density it is shown that the equilibrium state is not a system optimum
