Ulikhet i helse blant minoriteter. Med fokus på salutogenese for helseutjevning

Current evidence shows substantial inequalities amongst different groups of people in Norway. Accordingly, the authorities have designated a national plan with a clear objective of reducing inequalities in health in the population. There are several reports regarding significant challenges related to health disparities between minorities and the rest of the population. On the basis of this, the thesis takes aims to describe how a focus on Salutogenesis can contribute to reducing inequalities in health among minorities and the rest of the population. Furthermore, the study will investigate how the authorities use Salutogenesis in the national health plan. In this study, the authorities' perception of health was of interest, which means that the document analysis was chosen as a method. The thesis is a qualitative study of deductive elements based on the theory of Salutogenesis. Document analysis examines mainly how the salutogenetic thinking appears in political regulations in Norway. The data basis for the thesis consists of six public documents that make up the overall politic for the equalization of social inequalities in health. The results of this study show that the authorities' perception of health change depending on their political priorities. Based on an overall assessment of the results that emerged through analysis of data from the study, it is reasonable to argue that a salutogenetic and resource-oriented thinking is more prominent in the political priorities dealing with social factors. On the other hand the analysis of the material concerning the health sector presents a greater focus on the challenges and pathogenesis. This study has also shown the great presence and importance of a salutogenetic orientation in public health. The use of the salutogenetic method allows for a more comprehensive and thorough approach on eliminating social inequalities in health. The salutogenetic orientation is also very likely to contribute to reducing the need for treatment as well as healing measures which often seem to have short-lived effects. Dagens forskning viser store sosiale ulikheter i helse-Norge. Med dette som bakgrunn har myndighetene utpekt sosiale ulikheter som et nasjonalt satsningsområde med en klar målsetting om å redusere helseforskjellene. Flere rapporter peker også på store utfordringer knyttet til helseulikheter mellom minoriteter og resten av befolkningen. Ut ifra dette tar denne masteroppgaven sikte på å beskrive hvordan fokus på salutogenese kan bidra til å redusere helseforskjeller mellom minoriteter og den øvrige befolkningen. Hovedfokuset er å undersøke hvordan myndighetene bruker salutogenese i helsepolitiske planer. I denne undersøkelsen er det myndighetenes oppfatning av helse som er av interesse, følgelig er dokumentanalyse anvendt som metode. Oppgaven er en kvalitativ studie med deduktive elementer som bygger på teori om salutogenese. Dokumentanalyse undersøker hovedsakelig på hvilken måte salutogenetisk tenkning kommer til uttrykk i relevante politiske beslutninger. Datagrunnlaget for oppgaven utgjøres av seks offentlige dokumenter som danner rammene for den helhetlige utjevningspolitikken. Resultatene fra denne undersøkelsen viser at myndighetenes oppfatning av helse endrer seg avhengig av satsningsområder de jobber ut ifra. Med utgangspunkt i en samlet vurdering av de resultater som fremkom gjennom analyse av data, er det rimelig å hevde at et en salutogenetisk og ressursorientert tenkning er fremtredende i materialet som omhandler satsningsområdet sosiale faktorer. Derimot viser analysen av materialet som omhandler helsesektoren større fokus på utfordringer og patogenese. Et annet forhold som også har kommet frem i denne oppgaven er viktigheten av salutogenetisk orientering i folkehelsearbeid. Denne kan blant annet danne grunnlag for en mer helhetlig og grundig tilnærming til arbeidet med å bekjempe sosiale helseforskjeller. Satsing på salutogenese kan videre motvirke utvikling av sykdommer og behovet for forebyggende og behandlende tiltak som ofte har en kortvarig effekt
