This thesis is focused on the permitting-process for building wind energy in Norway, and how different environmental issues are organized in to this process. Through a discourse analysis the study shows how actors are given access to decisions and planning, and how their different views of central concepts concerning wind energy and windmills accounts for different opinions on the permitting of wind-energy farms
