This thesis will study the changes taking place in humanitarian mine action (HMA) in the light of a general shift in development policies toward participatory approaches. HMA in Mozambique is undergoing a transition that affects the very definition of the landmine problem: focus is shifting from the mined area to the community. This thesis investigates whether the Landmine Impact Survey constitutes a substantial shift of focus towards local impact
