This paper proposes a definition and application of the territorial boundary in Bali coastal tourist resorts between private owners and public space, to overcome ongoing disputes over land ownership between privately run organisations and the state. The rationale behind this investigation is in response to significant problems in these areas arising from different interests, activities and priorities being in conflict. The investigation focuses on the territorial demarcations of beaches in which a lack of effective planning law has resulted in negative impacts on social, economic, political and environmental interests.
