Prepared by Harvard University’s Berkman Center for Internet and Society, this report compares government policies and benchmarks the results of the efforts by OECD countries to rollout high-speed broadband Internet networks. The report uses a variety of indicators to produce country rankings on issues such as penetration, speed and price. It also analyses the potential impact of government policies on fixed and mobile broadband performance, such as competition policies and open access, and gives an overview of public spending on broadband, including government investment in next-generation broadband announced as part of stimulus packages
