This paper describes a new radio technology, denoted policy-basedradios, which has the potential to enable greater access to the radio spectrumwhile enhancing and simplifying spectrum management. Spectrummanagement faces both challenges and opportunities in developingcountries. The role for policy-base radios in this environment isdescribed as well as key design decisions for their use.</p
