En un primer punto el autor aborda una breve reflexión sobre la gestión y la administración pública. Así mismo, identifica los objetivos e hipótesis de la investigación. Luego, se comentan las normas legales que entrañan los deberes y derecho de los administrados tales como la Ley de Simplificación Administrativa, Ley N°25035, el Decreto Supremo N° 070-89-PCM, Reglamento de la Ley de Simplificación Administrativa, el Texto Único Ordenado de la Ley de Normas Generales de Procedimientos Administrativos, Decreto Supremo N° 002-94, la Ley de Transparencia y acceso a la información Pública, Ley N° 27806 y la Ley Marco de Modernización de la Gestión del Estado, Ley N° 27658. Además, analiza la potestad sancionadora de la administración pública, los elementos esenciales de la potestad sancionadora, las fases del referido proceso y los elementos esenciales de la causa de la sanción. Es más, se elucidan los principios, los mismos que son establecidos por las normas de procedimiento administrativo.The author refers to a brief reflect upon the management and public administration. Likewise, he identifies the objectives and hypothesis of this research. A comment on legal standards about rights and duties of the governed is also made but this time it is based on the Law for Administrative Simplification, the Law number 25035, TheSupremeDecree no 070-89-pcm, The New Regulation for the law for Simplification Administrative, the unique ordered text of the General Regulations, the supreme decree No 002-94, the transparency law and the access to the public information, the law numbered 27806 , the framework law on the modernization of public administration, law no 27658.
