This can be achieved by means of analyzing both quasar signals, using this radio source as a calibrator, and a proper signal transmitted by the target spacecraft. These signals should be received by two or more stations, possibly set at a large distance from each other. Nowadays, European Space Agency (ESA) can count only on a few stations, more precisely the largest ones, since large signal-to-noise ratios are required to acquire the faint transmissions involved.
