POLÍTICA EXTERNA, POLÍTICA DE DEFESA E MODELO DE DESENVOLVIMENTO NO BRASIL: DO ESTADO DESENVOLVIMENTISTA AO ESTADO LOGÍSTICO (1930-2017)

This article presents an analysis of the relationship between Brazil’s foreign policy, defense policy and development model in a historical perspective. A paradigmatic approach is used, trying to identify the phases of the Brazilian Grand Strategy that cross the limits of the presidential terms, being also linked to international political, economic and military constraints. The period covered begins in the 1930s, with the rise of the Developmental State, addresses the 1980s turning point (Normal/ Neoliberal State), and examines the defense investment’s rise and crisis of the 2000s and 2010s (Logistic State).Este artigo apresenta uma análise da relação entre a Política Externa, a Política de Defesa e o Modelo de Desenvolvimento no Brasil em perspectiva histórica. Utiliza-se uma abordagem paradigmática, buscando identificar as fases da Grande Estratégia do Brasil que perpassam os limites dos mandatos presidenciais, estando ligadas também aos constrangimentos políticos, econômicos e militares do Sistema Internacional. O período abordado inicia-se na década de 1930, com a ascensão do Estado Desenvolvimentista, aborda a inflexão da década de 1980 (Estado Normal/ Neoliberal), e analisa a retomada e a crise dos investimentos em defesa nos anos 2000 e 2010 (Estado Logístico)
