Owners, Port Authority of New York and New Jersey, have a lot of pressure behind them to rebuild something remarkable and complementary to everyone\u27s needs. After September 11, the Lower Manhattan Development Corp. (LMDC), a joint city-state agency, was developed to guide the rebuilding at Ground Zero.
