The study was designed to: (1) determine the expenditures for an individual basic mathematics program in the junior high schools using individual Learning Units, (2) determine the expenditures for a traditional, textbook-oriented approach to basic mathematics instruction, and (3) compare the achievement gains of the two programs. Null hypotheses related to cost-effectiveness stated that the operational cost per unit gain, and the sum of the developmental and operational cost per unit gain of the ILU program would be greater than the cost per unit gain of the traditional approach.
