This publication is somewhat different from the previous poverty report on Fiji (Narsey 2008) using the 2002-03 Household Income and Expenditure data. Narsey (2008) was the first substantial analysis of poverty in Fiji since the 1997 Fiji Poverty Report by the UNDP and Fiji Government, and therefore necessarily had to cover the methodology and findings of that study as well as conduct the new analysis. Narsey (2008) updated the 1997 Food Poverty Line (FPL) basket by putting it on a sounder footing, both nutritionally and in relation to actual patterns of food consumption in Fiji. It also based the Non-Food Poverty Line (NFPL) on the actual patterns of expenditure in 2002-03
