Websites are typically evaluated using Likert measures which are subject to the vagaries of the analyst, whilst on-line site scanning comparison tools are invariably locked into a set of measurement comparison items. Our study builds a topology, and assesses the measures developed by others. We build these into three functional areas and build the ‘website evaluation equation’ around these functional areas. By breaking these functional areas into twenty seven subsets, and then into series of ‘on-or-off’ (present or absent) measures we can successfully measure and evaluate websites.
