The formation of a single market will require the strengthening of the Community's external border controls - which will inevitably have major implications for refugee and asylum policy. Briefly analyses the major periods in refugee protection in Europe from the end of the Second World War to the present, arguing that the 1980s have seen a different set of problems to previous years. Attempts to explain why countries have adopted restrictive practices and deterrent measures, and discusses the framing of future policy. -M.Amo
