La política de vivienda sustentable en México producto de las transformaciones del Estado Benefactor al Estado Neoliberal. Caso Instituto del Fondo Nacional de la Vivienda para el Trabajador en México 2006-2015

The environmental degradation suffered by the planet has motivated the participation of civil society and governments to generate possible solutions. Public policies have found an area of mass dissemination on care for the environment, linking the principles of sustainability to different areas of the social life as the transformation in the various stages of the productive processes, the rational consumption of the natural resources was incorporated into the housing as a means that makes possible the change of the man-environment relationship. In an international context, in which various international organizations such as the UN, OECD and UNEP discussed and emphasized the importance of caring for the environment and the rational use of natural resources, they asked the governments of the different nations of the world to incorporate into their public policies initiatives aimed to the care and conservation of the environment and natural resources. The Mexican government, following this international demand and under the current situation of the transition from the welfare state to a neo-liberal one, assumed the commitment to work for the environment. It carried out a series of transformations in the design of urban policy by incorporating the principles of sustainability in the design and implementation of federal programs aimed to the strengthening and promotion of sustainable housing of social interest in national territory. This situation was taken as an advantage by the federal government to give the leading role to the private initiative, arguing that the minimum State would cease to be an entrepreneur and controller and would become an agile and competitive State focused on administration and financing in all matters related to housing. For this reason, this article has been stablished as an objective to analyze the development of the programs that are part of the sustainable housing policy implemented by INFONAVIT, as an initiative that seeks to reduce the impact on the environment, in the period of 2006-2015. Two relevant aspects are analyzed: the sustainable housing policy and INFONAVIT’s role, this using the documentary technique which was used for the analysis of different bibliographic sources and institutional basis which were used to determine the instrumentation of the sustainable housing policy. Concluding, the development of these principles has occurred steadily but has been skewed towards some of the dimensions.La degradación ambiental que sufre el planeta ha motivado a la sociedad civil y a los gobiernos a participar para generar posibles soluciones. En las políticas públicas se ha encontrado un área de difusión masiva sobre el cuidado al medio ambiente al vincular los principios de la sustentabilidad a diferentes ámbitos de la vida social, como la transformación en las distintas etapas de los procesos productivos, el consumo racional de los recursos naturales y la incorporación de la vivienda como una vía que posibilite el cambio de la relación hombre-medio ambiente. Ante un contexto internacional, en donde diversos organismos, como ONU, OCDE y PNUMA, discutían sobre la importancia del cuidado del medio ambiente y el uso racional de los recursos naturales, se solicitó a los gobiernos de las distintas naciones del mundo incorporar a sus políticas públicas iniciativas dirigidas al cuidado y a la conservación del medio ambiente y de los recursos naturales. El gobierno mexicano, en congruencia a esta demanda y bajo la coyuntura en la que se encontraba el tránsito del Estado benefactor a uno neoliberal, asumió el compromiso y llevó a cabo transformaciones en el diseño de la política urbana al incorporar los principios de la sustentabilidad en el diseño e instrumentación de programas federales dirigidos al fortalecimiento y al fomento de la vivienda sustentable de interés social en el territorio nacional. Esta coyuntura fue aprovechada por el gobierno federal para ceder la participación protagónica a la iniciativa privada bajo el argumento de que el Estado mínimo dejaría de ser empresario e interventor y se constituiría en un Estado ágil y competitivo enfocado a la administración y al financiamiento en todo lo relacionado con la vivienda. De ahí que, en este artículo se establezca como objetivo analizar el desarrollo de los programas que forman parte de la política de vivienda sustentable instrumentada por INFONAVIT, como una iniciativa que busca reducir el impacto al medio ambiente en el periodo 2006-2015.Se analizan dos aspectos relevantes: la política de vivienda sustentable y el papel del INFONAVIT en la puesta en marcha de esta política, mediante el uso de la técnica documental empleada para el análisis de diferentes fuentes bibliográficas e institucionales, las cuales fueron base para determinar cómo ha sido su instrumentación en el Instituto. Como conclusión, el desarrollo de estos principios se ha dado de manera constante, pero ha sido sesgada hacia alguna de las dimensiones
