Rising healthcare costs are a significant US societal concern growing from 7.5% of GNP in 1971 to 15.3% in 2004. Likewise, the number of uninsured Americans has increased to 45.0M (Altman, 2005). The US Department of Health and Human Services estimates that a national health information network could save $140 billion per year through improved care and reduced duplication of medical tests.
