It is generally accepted that the capacity of a country’s information and communication technology capability can potentially bring about development. While this has been true in some countries, the same benefits to economic development from ICT infrastructures have not accrued in other countries. This is particularly the case with emerging economies as their populations with low to middle capita incomes are particularly susceptible to opportunities and risks brought about by ICTs. There is still much to be known about why this is the case.
