We present our experiences in defining and documenting business process requirements for a large-scale public sector Enterprise Resource Planning (ERP) implementation in the United States. The implementing organization, the Naval Air Systems Command (NAVAIR), is investing in packaged software to integrate all aspects of its business processes. Prior to selecting implementation consultants, NAVAIR documented business process requirements to scope the implementation project and evaluate consulting team proposals. The details of the approach, problem areas, and lessons learned are presented
