Do we evaluate the research profesionally?

The science and research undoubtedly are the most powerful tools of human civilization and the expenses allocated in belong to optimal investment at all. The identification of top research areas, organization, teams and/or indviduals has therefore crucial importance for allocation of financial resources. The evaluation of research quality is then key factor. However, the evaluation of research quality and output is a complex problem due to nature of research processes. The research achievement has two inherent components: quality (= what was done) and quantity (= how much was done). While the first component is evaluated by peer review systems, the later is based on database with scientific informations nad/or derived from them indicators.
